How do I remove rubber off a ford tan bumper plastic?

How do I remove rubber off a tan Ford Excursion bumper plastic? I hit the bumper with my tire. So in order not to pay I need to fix this. It's not real deep on there but will take more then soap and water. I need some solid idea's how to make this happen. Thanx
