Do I wait for him or move on?

I worked with this guy for a year and I fell madly in love. We hated each other at first, but quickly became best friends and he included me in his family. We did sports things together, I watched movies and sports with his family, played sports with them, etc. (I'm living abroad) He had been planning on quitting before I started at our company in order to backpack through Asia for at least a year. We had liked each other all year. We ended up getting together 10 months after once and he ed right away and we didn't end up dating. We finally reconnected 6 weeks before he left and we were inseparable, had plenty of , took me out on dates, to see his family for weekend dinners. I told him I loved him before he left but he didn't say it back. I decided not to wait for him, because he couldn't tell me when he was coming back. He told me he would write me once a month, but he has been gone 2 months now and e-mails me all the time and messages me to let me know where he is, where he's going, sends me pictures, etc. He tells me how he misses me, thinks about me all the time (at the beginning) but doesn't say that stuff much anymore in emails, etc. I'm confused though, I would feel guilty to date someone else now. I live abroad (where he's from) and my contract is up in 8 more months and he had been planning on going for a year and he's pushing me to look for jobs in the same city. He even sent me a gift which he sent to his father, who will bring it to me. Do I wait for him or move on, even though he's writing me all the time? Should I take him leaving as an indication that he just doesn't care about me enough?
