My monitor can't get past boot?

For some reason, my monitor can no longer get past the boot process. After showing the GUI, it stops loading and I see these random pixels at the top of my screen. I tried using my HD tv as a monitor using an hdmi cord, but I got the same results. I have tried a system restore, and that did nothing. Also, safe mode does not work either. I opened up my computer and everything Appears connected. I need some serious help here!
